The Department Building and Housing manages the system that regulates work and monitors effectiveness.

This includes reviewing the Building  producing documents to show comply with it. The Department also monitors the performance of  city , and can investigate complaints.http://samdomstroi.ru
If a dispute arises  compliance with the Building Code, or a decision made by a BCA (about whether a building consent should be granted or not), either party can apply to the Department for a determination, which is a legally binding.
